The development of investment projects is an important stage of the investment process. However, the practical realization of the works, in full compliance with the project's prerequisites, is of particular importance for the successful completion of the construction and the obtaining of a permit for use. For this reason, the Spatial Planning Act (http://www.lex.bg/laws/ldoc/2135163904)and Ordinance No 3 of 31 July 2003 FOR CONSTITUTION OF ACTS AND PROTOCOLS DURING CONSTRUCTION (http://lex.bg/bg/laws/ldoc/2135470582)  determines what construction papers and documents are to be assembled in the construction process in order to build the building or building legally.

The quantity of documents and the order for their compilation are regulated in Art. 7 of Ordinance No. 3 of July 31, 2003 (http://lex.bg/bg/laws/ldoc/2135470582). One of the first documents to be formed (the second following the project transmission and building permit) is the protocol for building site detection and construction line and level of construction. This is a protocol with maybe the most important legal value of all acts and protocols issued during construction because it is  sets the beginning of the construction process, this is a term that has a direct relationship with a member Чл. 153. (2) from ZUT „ The building permit loses legal effect when the construction has not begun for three years from its entry into force“.

The determination of the construction line and the level of construction is an extremely important point from another point of view, namely guaranteeing the legality of the building in terms of its location to the property boundaries and the height above the adjacent terrain. It is precisely by giving the construction line the actual location of the building in the property and thus ensures and guarantees (in a veritable project for vertical planning and tracing plan) that the neighbors will have no grounds for claims.

Determination of the construction line and level of the company's specialists „PRECISION ENGINEERING“ EOODis carried out in the presence of the builder, independent supervisor and representative of the municipality and includes two types of measurement:

1. Based on the trace plan data, accurate (accurate ± 1-2 мм) all the characteristic angles and curves from the foundations of the building and the boundaries of the property are traced;
2. Characteristic character or mark selected by the builder with accuracy ± 2-3 cm is the height of the altitude system of the vertical planning plan, and this sign is indicated as the initial leveling reference in the protocol.

To verify the accuracy and accuracy of the trace, after measuring the points of the building with the roulette, control distances are measured.

Upon completion of Polish work by the specialists of „PRECISION ENGINEERING“ EOOD a protocol is being prepared sample 2 or sample 2а according to the requirements of Ordinance No. 3.

An integral part of the technical work on the construction line and level are ex-post controls which are carried out by company employees „PRECISION ENGINEERING“ EOOD upon reaching the controlled part of the protocol for the determination of the construction line and the level of levels (elevation „изкоп“, elevation „цокъл“, elevation „корниз“ and elevation „било“). This ensures the stability of the foundations and the building according to the parameters set in the projects.
